History to consider:

The Stages© Framework, initially published in 1999, was developed as a means to guide the selection of assistive learning tools in context of a developmentally relevant curriculum. At that time there were evolving conversations with regard to raising expectations for learners with intensive special needs within the standard curriculum. However, there was no national set of standards with which to align. Therefore, each state recognized the need to not only align with general education standards, but also measure learner growth annually in order to address accountability mandates.

Stages© was significant because it was an important step toward shifting the assistive technology considerations from access to actual content learning. The Framework gave teachers, therapists, parents and others a common way to plan meaningful and measurable goals for learners with cognitive and language challenges.
